Hawaii doesn't have one statewide DMV office. Licensing is handled by each county (Honolulu, Hawaii County, Maui and Kauai) under state rules, so fees and appointment systems vary by island. Since late 2024, though, you can take the written learner's permit test online statewide, without an appointment. After passing, you have 30 days to visit your county driver licensing center to finish the application.
Teens can apply at 15½ with signatures from a parent or guardian, who becomes jointly responsible for the young driver. The test has 30 questions on local traffic laws and signs. How to get your learner's permit in Hawaii
